Building Compliance & Fire Operations Manager - National

Laura works with the Auckland building compliance team but has responsibility for the professional management of our building compliance operations nationally.

Laura is an Independent Qualified Person (IQP) and is Secretary of the Association of Building Compliance NZ. She is also the CoveKinloch representative for our company membership with the Fire Protection Association of NZ (FPANZ).


Tony Jones

Tony Jones

Commercial Building Surveyor

Tony is a highly experienced construction and commercial building surveying professional. He has over 20 years’ experience commencing as a carpentry apprentice culminating as a seasoned construction manager with NZCB and LBP status before becoming a consulting commercial building surveyor. Tony works with some of CoveKinloch New Zealand’s key clients such as Oyster Management Ltd, Ultimate Care Group and Ministry of Education providing building surveying, technical consulting and construction observation services.

Prashant Patel

Prashant Patel IQP, Dip

Senior Building Compliance Consultant

Prashant’s Mechanical, Civil and Compliance industry related experience spans 14 years and comprises his experience at Auckland Council, Auckland DHB, Apex Air and Haden Engineering which then led to building compliance consulting at CoveKinloch.

The various roles and experience gained during his career progression has covered areas such as Designing of Mechanical and Fire systems, Issuance of Producer Statements and Building Warrant of Finesses, Specified Systems subcontractor management, technical advice on Specified Systems, fire evacuation schemes, owner inspections, building compliance auditing, account management and the resolution of various building design and compliance issues, all of which have proven instrumental in him having an overarching understanding of all aspects of Building Compliance Management and Mechanical Systems.

Prashant is also fluent in Hindi, Punjabi, Gujarati and Hariyanvi.

Michael Clifford

Michael Clifford BEng (Hons), MSc, CEng, FIFireE, CPEng, CMEngNZ, FCABE

Senior Fire Engineer

Michael commenced his career as fire fighter in the British Naval Air Command Fire Service in which he progressed to the equivalent level of an Assistant Divisional Officer. He subsequently gained formal qualifications and has practiced as a consulting fire engineer in private practice for the past 14 years.

Michael is available for performance based fire engineering design, complex fire modelling and other roles associated with building consent documentation for both new and existing buildings together with advisory services relating to the existing built environment.

Ian McKenzie

Ian McKenzie IQP Registered, Reg. FPANZ Certified Evacuation Consultant (Level 1-4)

Building Compliance Consultant

Ian is a senior building compliance and building evacuation planning technician. He has had a 22 year career in the NZ Fire Service followed by a long period in the fire protection services industry prior to joining CoveKinloch.

Ian’s experience uniquely qualifies him to provide support to our clients with annual IQP inspections, evacuation planning, fire systems advice and passive fire protection assessments. Ian is IQP qualified, an FPANZ Certified Evacuation consultant and has Level 3 & 4 fire protection technician qualifications. Ian works with our commercial and public sector clients who own or occupy some of the New Zealand’s largest buildings and facilities.

His clients include; Novotel AIAL, Hawkes Bay & Bay of Plenty DHB’s, ASB Bank, Unitec, Ports of Auckland, Massey University Albany and Westfield.

Phil Jackson

Phil Jackson Reg. FPANZ Certified Evacuation Consultant (Level 1-4)

Fire Evacuation Consultant

Phil is an ex police officer with experience in Security and Investigation. With this solid background, he developed a keen interest in ‘people safety’ and became heavily involved as well as developing a natural flare for the safe evacuation of people from buildings. Evacuation Management became his forte.

He is experienced in preparing ‘Evacuation Schemes’ and ‘Procedures’ as well as managing Evacuation Trials whilst considering the occupiers’ security, and special requirements as part of that process.

Phil has also developed a close relationship with researchers studying human behaviour during the evacuation of buildings which adds value to the manner in which trial evacuations and training are conducted.

Further Key Experiences include:

  • Evacuations on large campuses
  • Trial evacuations in specialised facilities such as the Mason Clinic in Auckland
  • Development of Approved Evacuation Schemes for high risk areas.
  • Previously running operational teams who were deployed at short notice.
